This means when a certain chemical is not tested properly, handled irresponsibly, or even disposed of recklessly. It will eventually start affecting the financials of the nation, having to compensate after the recklessness of the industries. However this can all be avoided when industries take proper care and go through extra precautions to ensure the system within the industry goes efficiently.
